Henry J. Waternoose III is the secondary antagonist of Monsters, Inc. He is the former CEO of the eponymous company who was secretly helping Randall by plotting to kidnap children to use a scream vacuum device called The Scream Extractor on them because he believed that simply scaring them wasn't enough to keep his company afloat.
He is voiced by the late James Coburn.
